Mr. Goldberg customized, improved upon, and added to his Work Readiness Training Program (content and strategy) called the best Work Readiness Certification Program in the country by Rick Spill of the National Skills Standard Board at a presentation of the Program in Jacksonville , Florida on 01/13/03, during a contract for the North Central Workforce Investment Board (Pennsylvania).

Once again he developed the program parameters, program strategy, curriculum, lesson plans, assessments and competency statements.
